For the rest of the 1990s, the United States and the UK preferred to secure their interests, sometimes in competition with the French and often at the expense of longterm stability, through local African proxies: the Nigerian-led regional peacekeeping forces in Liberia and Sierra Leone, local allies in the Great Lakes region (Kagame’s Rwandan Patriotic Front and Museveni’s Uganda), and later the African Union in Burundi, Darfur and Somalia. When it was necessary to resort to UN peacekeeping forces in Africa, it was generally Africans or South Asians who provided the boots on the ground.

The very presence of the British military, it soon became clear, was shoring up Kabbah’s government and the UN operation. Then a maverick quasi-­criminal gang called the West Side Boys, which had taken advantage of the chaos in Sierra Leone to carve out their own small zone of influence, kidnapped several British soldiers. British special forces dispatched to rescue them killed twenty-five of the kidnappers, including three women. After this impressive, not to say brutal, show of force, the RUF capitulated.
